COVID-19 | Emergency Declaration

In response to the imminent threat of the coronavirus to the health, safety and welfare of the citizens of the City of Haines City, the City Commission formally proclaimed a state of emergency this evening Thursday, March 19. The state of emergency exists and is declared within the entire incorporated limits of the City of Haines City effectively immediately.

City Manager Power & Authority under Declaration

  • To order the evacuation of certain areas of the City;
  • To declare curfews during specified hours of the day;
  • To declare certain areas of the City subject to quarantine or accessible only under specified conditions;
  • To prohibit the sale of merchandise, goods or services at more than the normal average retail price; 
  • To implement emergency procurement procedures; and
  • To implement temporary procedures during the state of emergency related to utility services billing and service cutoffs to ensure that utility services are not interrupted during the state of emergency.

Commission Meetings Information

  • The City Commission meeting scheduled for Thursday, April 2, 2020 will be canceled.
  • The City Commission meeting scheduled for Thursday, April 16, 2020 will be held as scheduled at the Lake Eva Center if at least a quorum of City Commission can attend such meeting in person in compliance with the Sunshine Law. In the event one or two City Commissioners cannot attend the April 16, 2020 City Commission meeting in person, the City Manager shall make reasonable arrangements for such City Commissioners to participate in such meeting via teleconferencing technology.
  • The City Commission directs the City Manager and City Clerk to include only critical business items on the Agenda for the April 16, 2020 City Commission meeting and to present all non-critical business items on future Agendas for City Commission meetings held after repeal of the declaration of emergency.
  • Special meetings of the City Commission to address emergency management issues related to the state of emergency may be held on the call of the mayor or the city manager no less than twenty-four (24) notice to each member of the City Commission and the public.
